Few people in America today live with the dangers and deprivations that Appalachian coal mining families experience. But to the eighteen West Virginia women Carol Giesen interviewed for this book, hard times are just everyday life.These coal miners' wives, ranging in age from late teens to eighty-five, tell of a way of life dominated by coal mining -- and shadowed by a constant fear of death or injury to a loved one. Alice Spencer Geddes Lloyd was a New England woman with a mission in life. In 1916 she settled on Caney Creek in Eastern Kentucky, determined to bring higher education to this remote corner of Appalachia. The school she founded, now Alice Lloyd College, continues to serve the area and its people and to stand as a tribute to Lloyd's remarkable energy, determination, and vision. Lloyd's program combined a rigorous academic curriculum with an intense effort to instill a sense of service in the school's graduates. This education was provided free and required only that the students abide by Lloyd's strict rules of conduct and pledge to remain in the mountains after graduating.In the first full-scale study of Lloyd's life and work and the institution she founded, David Searles shows how this courageous and complex woman struggled throughout her long life against seemingly insurmountable odds to create an institution dedicated to improving life in Appalachia. But, as he acknowledges, Lloyd's fundraising activities relied on harmful stereotypes that caused resentment among her mountain neighbors, and she often angered others working in the mountains.Despite the negative aspects of Lloyd's activities, Searles casts serious doubt on the now fashionable conclusion that the women who came to the mountains to do good created more problems than they solved. Lloyd's story, he argues, demonstrates that much good was indeed accomplished and that the people of the mountains recognized and appreciated her achievement.

Examining the Marcos and Aquino administrations in the Philippines, and a number of cases in Latin Amarica, Casper discusses the legacies of authoritarianism and shows how difficult it is for popularly elected leaders to ensure that democracy will flourish. Authoritarian regimes leave an imprint on society long after their leaders have been overthrown because they transform or destroy the social institutions on which a successful democracy depends. Casper concludes that redemocratization is problematic, even in countries with strong democratic traditions.

Savoie considers the war of reform waged by the leaders of these major industrial countries. Reagan declared that he had come to Washington to \u201cdrain the swamp\u201d of bureaucracy, and set up the Grace Commission to investigate the operation of the U.S. government. Thatcher and Mulroney were equally committed to reform and initiated wide-ranging changes. By the end of the 1990s, the changes were dramatic. Many governments operations had been privatized in all three countries, and new management techniques had been introduced. In Great Britain, one observer judged that the changes were historically as important as the collapse of Keynesian economics. Is government now better in these countries, and was political leadership right in focusing on management of the bureaucracy as the villain? Savoie suggests that the reforms overlooked problems now urgently requiring attention and, at the same time, attempted to address non-existent problems. He combines theory and research based on sixty-two interviews, nearly all with members of the executive branch of the governments of Britain, Canada and the United States.

The Berlin newspaper Der Angriff ( The Attack), founded by Joseph Goebbels in 1927, was a significant instrument for arousing support for Nazi ideas. Berlin was the center of the political life of the Weimar Republic, and Goebbels became an actor upon this frenetic stage in 1926, becoming Gauleiter of Berlin's Nazis. Focusing on the period from 1927 to 1933, a time the Nazis later called "the blood years," Russel Lemmons examines how Der Angriff was used to promote support for Nazism. Some of the most important propaganda motifs of the Third Reich first appeared in the pages of Der Angriff. Horst Wessel, murdered by the German Communist Party in 1930, became the archetypal Nazi hero; much of his legend began on the pages of Der Angriff. Other Nazi propaganda themes -- the "Unknown SA man" and the "myth of resurrection and return" -- made their first appearances in this newspaper. How could the Germans, seemingly among the most cultured people in Europe, hand over their fate to the Nazis? As this book demonstrates, Der Angriff had much to do with the rise of National Socialism in Berlin and the cataclysmic results.

Black college presidents in the era of segregation walked a tightrope. They were expected to educate black youth without sufficient state and federal funding. Yet in the African American community they were supposed to represent power and influence and to be outspoken advocates of civil rights, despite the continual risk of offending the white politicians on whom they were dependent for funding. The dilemmas they faced in balancing these conflicting demands have never been fully examined. Gerald Smith's study of the long-time president of Kentucky State College helps fill that void.From 1929 to 1962, Rufus Ballard Atwood served as president of Kentucky State. As chief administrator of the state's foremost black institution, he worked closely with black educational organizations and was often chosen by whites to represent the African American community on various boards and commissions. Common misconceptions about Japan begin with the notion that it is a \u201csmall\u201d country (it's actually lager than Great Britain, Germany or Italy) and end with pronouncements that the Japanese think differently and have different values-they do things differently because that's the way they are. Steven Reed takes on the task of demystifying Japanese culture and behavior. Through examples that are familiar to an American audience and his own personal encounters with the Japanese, he argues that the apparent oddity of Japanese behavior flows quite naturally from certain objective conditions that are different from those in the United States. Mystical allegations about national character are less useful for understanding a foreign culture than a close look at specific situations and conditions. Two aspects of the Japanese economy have particularly baffled Americans: that Japanese workers have \u201cpermanent employment\u201d and that the Japanese government cooperates with big business. Reed explains these phenomena in common sense terms. He shows how they developed historically, why they continue, and why they helped produce economic growth. He concludes that these practices are not as different from what happens in the United States as they may appear.

They left a legacy for succeeding chairmen and indeed for the House, and their chairmanships have had a lasting impact on our society.

At the same time debates about culture have become a point of reference for criticism of current trends in academia and society, variously defended or derided on the grounds of "multiculturalism," "canonicity," and political correctness."
