Perhaps no other activity is more synonymous with passion, identity, bodily ideals, and the power of place than sport. As the essays in this volume show, the function of sport as a historical and cultural marker is particularly relevant in Latin America. From the late nineteenth century to the present, the contributors reveal how sport opens a wide window into local, regional, and national histories. The essays examine the role of sport as a political vehicle, in claims to citizenship, as a source of community and ethnic pride, as a symbol of masculinity or feminism, as allegorical performance, and in many other purposes.Sports Culture in Latin American History juxtaposes analyses of better-known activities such as boxing and soccer with first peoples' athletics in Argentina, Cholita wrestling in Bolivia, the African-influenced martial art of capoeira, Japanese Brazilian gateball, the "Art Deco" body ideal for postrevolutionary Mexican women, Jewish soccer fans in Argentina and transgressive behavior at matches, and other topics. The contributors view the local origins and adaptations of these athletic activities and their significance as insightful narrators of history and culture.

Over the last twenty years, business responses to progressive reform in Latin America have shifted dramatically. Until the 1990s, progressive movements in Latin America suffered violent repression sanctioned by the private sector and other socio-political elites. The powerful case studies in this volume show how business responses to reform have become more open–ended as Latin America’s democracies have deepened, with repression tempered by the economic uncertainties of globalization, the political and legal constraints of democracy, and shifting cultural understandings of poverty and race. Enduring Reform presents five case studies from Mexico, Brazil, and Argentina in which marginalized groups have successfully forged new cultural and economic spaces and won greater autonomy and political voice. Bringing together NGO’s, local institutions, social movements, and governments, these initiatives have developed new mechanisms to work ‘within the system,’ while also challenging the system’s logic and constraints. Through firsthand interviews, the contributors capture local businesspeople’s understandings of these progressive initiatives and record how they grapple with changes they may not always welcome, but must endure. Among their criteria, the contributors evaluate the degree to which businesspeople recognize and engage with reform movements and how they frame electoral counterproposals to reformist demands. The results show an uneven response to reform, dependent on cultural as much or more than economic factors, as businesses move to decipher, modify, collaborate with, outmaneuver, or limit progressive innovations. From the rise of worker-owned factories in Buenos Aires, to the collective marketing initiatives of impoverished Mayans in San Cristóbal de las Casas, the success of democracy in Latin America depends on powerful and cooperative social actions and actors, including the private sector. As the cases in Enduring Reform show, the democratic context of Latin America today presses businesspeople to endure, accept, and at times promote progressive change in unprecedented ways, even as they act to limit and constrain it.

From 1967 to 1973, a period that culminated in the socialist project of Salvador Allende, nearly 400,000 low-income Chileans illegally seized parcels of land on the outskirts of Santiago. Remarkably, today almost all of these individuals live in homes with property titles. As Edward Murphy shows, this transformation came at a steep price, through an often-violent political and social struggle that continues to this day. In analyzing the causes and consequences of this struggle, Murphy reveals a crucial connection between homeownership and understandings of proper behavior and governance. This link between property and propriety has been at the root of a powerful, contested urban politics central to both social activism and urban development projects. Through projects of reform, revolution, and reaction, a right to housing and homeownership has been a significant symbol of governmental benevolence and poverty reduction. Under Pinochet’s neoliberalism, subsidized housing and slum eradication programs displaced many squatters, while awarding them homes of their own. This process, in addition to ongoing forms of activism, has permitted the vast majority of squatters to live in homes with property titles, a momentous change of the past half-century. This triumph is tempered by the fact that today the urban poor struggle with high levels of unemployment and underemployment, significant debt, and a profoundly segregated and hostile urban landscape. They also find it more difficult to mobilize than in the past, and as homeowners they can no longer rally around the cause of housing rights. Citing cultural theorists from Marx to Foucault, Murphy directly links the importance of home ownership and property rights among Santiago’s urban poor to definitions of Chilean citizenship and propriety. He explores how the deeply embedded liberal belief system of individual property ownership has shaped political, social, and physical landscapes in the city. His approach sheds light on the role that social movements and the gendered contours of home life have played in the making of citizenship. It also illuminates processes through which squatters have received legally sanctioned homes of their own, a phenomenon of critical importance in cities throughout much of Latin America and the Global South.

Natural resource extraction has fueled protest movements in Latin America and existing research has drawn considerable scholarly attention to the politics of antimarket contention at the national level, particularly in Ecuador, Bolivia, and Argentina. Despite its residents reporting the third-highest level of protest participation in the region, Peru has been largely ignored in these discussions. In this groundbreaking study, Moisés Arce exposes a longstanding climate of popular contention in Peru. Looking beneath the surface to the subnational, regional, and local level as inception points, he rigorously dissects the political conditions that set the stage for protest. Focusing on natural resource extraction and its key role in the political economy of Peru and other developing countries, Arce reveals a wide disparity in the incidence, forms, and consequences of collective action. Through empirical analysis of protest events over thirty-one years, extensive personal interviews with policymakers and societal actors, and individual case studies of major protest episodes, Arce follows the ebb and flow of Peruvian protests over time and space to show the territorial unevenness of democracy, resource extraction, and antimarket contentions. Employing political process theory, Arce builds an interactive framework that views the moderating role of democracy, the quality of institutional representation as embodied in political parties, and most critically, the level of political party competition as determinants in the variation of protest and subsequent government response. Overall, he finds that both the fluidity and fragmentation of political parties at the subnational level impair the mechanisms of accountability and responsiveness often attributed to party competition. Thus, as political fragmentation increases, political opportunities expand, and contention rises. These dynamics in turn shape the long-term development of the state. Resource Extraction and Protest in Peru will inform students and scholars of globalization, market transitions, political science, contentious politics and Latin America generally, as a comparative analysis relating natural resource extraction to democratic processes both regionally and internationally.

For most of the postcolonial era, the Aymara Indians of highland Bolivia were a group without representation in national politics. Believing that their cause would finally be recognized, the Aymara fought alongside the victorious liberals during the Civil War of 1899. Despite Aymara loyalty, liberals quickly moved to marginalize them after the war. In her groundbreaking study, E. Gabrielle Kuenzli revisits the events of the civil war and its aftermath to dispel popular myths about the Aymara and reveal their forgotten role in the nation-building project of modern Bolivia.Kuenzli examines documents from the famous postwar Pe\u00f1as Trial to recover Aymara testimony during what essentially became a witch hunt. She reveals that the Aymara served as both dutiful plaintiffs allied with liberals and unwitting defendants charged with wartime atrocities and instigating a race war. To further combat their \u201cIndian problem,\u201d Creole liberals developed a public discourse that positioned the Inca as the only Indians worthy of national inclusion. This was justified by the Incas’ high civilization and reputation as noble conquerors, along with their current non-threatening nature. The \u201cwhitening\u201d of Incans was a thinly veiled attempt to block the Aymara from politics, while also consolidating the power of the Liberal Party. Kuenzli posits that despite their repression, the Aymara did not stagnate as an idle, apolitical body after the civil war. She demonstrates how the Aymara appropriated the liberal’s Indian discourse by creating theatrical productions that glorified Incan elements of the Aymara past. In this way, the Aymara were able to carve an acceptable space as \u201cprogressive Indians\u201d in society. Kuenzli provides an extensive case study of an \u201cInca play\u201d created in the Aymara town of Caracollo, which proved highly popular and helped to unify the Aymara.As her study shows, the Amyara engaged liberal Creoles in a variety of ways at the start of the twentieth century, shaping national discourse and identity in a tradition of activism that continues to this day.

The economic reforms imposed by Augusto Pinochet’s regime (1973–1990) are often credited with transforming Chile into a global economy and setting the stage for a peaceful transition to democracy, individual liberty, and the recognition of cultural diversity. The famed economist Milton Friedman would later describe the transition as the \u201cMiracle of Chile.\u201d Yet, as Patricia Richards reveals, beneath this veneer of progress lies a reality of social conflict and inequity that has been perpetuated by many of the same neoliberal programs. In Race and the Chilean Miracle, Richards examines conflicts between Mapuche indigenous people and state and private actors over natural resources, territorial claims, and collective rights in the Araucan\u00eda region. Through ground-level fieldwork, extensive interviews with local Mapuche and Chileans, and analysis of contemporary race and governance theory, Richards exposes the ways that local, regional, and transnational realities are shaped by systemic racism in the context of neoliberal multiculturalism.. Richards demonstrates how state programs and policies run counter to Mapuche claims for autonomy and cultural recognition. The Mapuche, whose ancestral lands have been appropriated for timber and farming, have been branded as terrorists for their activism and sometimes-violent responses to state and private sector interventions. Through their interviews, many Mapuche cite the perpetuation of colonialism under the guise of development projects, multicultural policies, and assimilationist narratives. Many Chilean locals and political elites see the continued defiance of the Mapuche in their tenacious connection to the land, resistance to integration, and insistence on their rights as a people. These diametrically opposed worldviews form the basis of the racial dichotomy that continues to pervade Chilean society.In her study, Richards traces systemic racism that follows both a top-down path (global, state, and regional) as well as a bottom-up one (local agencies and actors), detailing their historic roots. Richards also describes potential positive outcomes in the form of intercultural coalitions or indigenous autonomy. Her compelling analysis offers new perspectives on indigenous rights, race, and neoliberal multiculturalism in Latin America and globally.

Nállim chronicles the decline of liberalism in Argentina during the volatile period between two military coups—the 1930 overthrow of Hipólito Yrigoyen and the deposing of Juan Perón in 1955. While historians have primarily focused on liberalism in economic or political contexts, Nállim instead documents a wide range of locations where liberalism was claimed and ultimately marginalized in the pursuit of individual agendas. Nállim shows how concepts of liberalism were espoused by various groups who “invented traditions” to legitimatize their methods of political, religious, class, intellectual, or cultural hegemony. In these deeply fractured and corrupt processes, liberalism lost political favor and alienated the public. These events also set the table for Peronism and stifled the future of progressive liberalism in Argentina. Nállim describes the main political parties of the period and deconstructs their liberal discourses. He also examines major cultural institutions and shows how each attached liberalism to their cause. Nállim compares and contrasts the events in Argentina to those in other Latin American nations and reveals their links to international developments. While critics have positioned the rhetoric of liberalism during this period as one of decadence or irrelevance, Nállim instead shows it to be a vital and complex factor in the metamorphosis of modern history in Argentina and Latin America as well.

Bound Lives chronicles the lived experience of race relations in northern coastal Peru during the colonial era. Rachel Sarah OÆToole examines the construction of a casta (caste) system under the Spanish government, and how this system was negotiated and employed by Andeans and Africans. Royal and viceregal authorities defined legal identities of \u201cIndian\u201d and \u201cBlack\u201d to separate the two groups and commit each to specific trades and labor. Although they were legally divided, Andeans and Africans freely interacted and depended on each other in their daily lives. Thus, the caste system was defined at both the top and bottom of society. Within each caste, there were myriad subcategories that also determined oneÆs standing. The imperial legal system also strictly delineated civil rights. Andeans were afforded greater protections as a \u201cthreatened\u201d native population. Despite this, with the crownÆs approval during the rise of the sugar trade, Andeans were driven from their communal property and conscripted into a forced labor program. They soon rebelled, migrating away from the plantations to the highlands. Andeans worked as artisans, muleteers, and laborers for hire, and used their legal status as Indians to gain political representation. As slaves, Africans were subject to the judgments of local authorities, which nearly always sided with the slaveholder. Africans soon articulated a rhetoric of valuation, to protect themselves in disputes with their captors and in slave trading negotiations. To combat the ongoing diaspora from Africa, slaves developed strong kinship ties and offered communal support to the newly arrived. Bound Lives offers an entirely new perspective on racial identities in colonial Peru. It highlights the tenuous interactions of an imperial power, indigenous group, and enslaved population, and shows how each moved to establish its own power base and modify the existing system to its advantage, while also shaping the nature of colonialism itself.

Outside of music, the importance of sound and listening have been greatly overlooked in Latin American history. Visual media has dominated cultural studies, affording an incomplete record of the modern era. This edited volume presents an original analysis of the role of sound in Latin American and Caribbean societies, from the late nineteenth century to the present. The contributors examine the importance of sound in the purveyance of power, gender roles, race, community, religion, and populism. They also demonstrate how sound is essential to the formation of citizenship and nationalism. Sonic media, and radio in particular, have become primary tools for contesting political issues. In that vein, the contributors view the control of radio transmission and those who manipulate its content for political gain. Conversely, they show how, in neoliberal climates, radio programs have exposed corruption and provided a voice for activism. The essays address sonic production in a variety of media: radio; Internet; digital recordings; phonographs; speeches; carnival performances; fireworks festivals, and the reinterpretation of sound in literature. They examine the bodily experience of sound, and its importance to memory coding and identity formation. This volume looks to sonic media as an essential vehicle for transmitting ideologies, imagined communities, and culture. As the contributors discern, modern technology has made sound ubiquitous, and its study is therefore crucial to understanding the flow of information and influence in Latin America and globally.

In republican Colombia, salt became an important source of revenue not just to individuals, but to the state, which levied taxes on it and in some cases controlled and profited from its production. The salt trade consistently accounted for roughly ten percent of government income.In the town of la Salina de Chita, in Boyac\u00e1 province, thermal springs offered vast amounts of salt, and its procurement and distribution was placed under the jurisdiction of the Ministry of Finance. Focusing his study on la Salina, Joshua M. Rosenthal presents a fascinating glimpse into the workings of the early Colombian state, its institutions, and their interactions with local citizens during this formative period. Although historians have cited the stateÆs weakness, and in many cases, its absence in local affairs, Rosenthal counters these assumptions by documenting the primary role the state held in administering contracts, inspections, land rights, labor, and trade in la Salina, and contends that this was not an isolated incident. He also uncovers the frequent interaction between the state and local residents, who used the stateÆs liberal rhetoric to gain personal economic advantage.Seen through the lens of the administration of la SalinaÆs salt works, Rosenthal provides a firsthand account of the role of local institutions and fiscal management in the larger process of state building. His study offers new perspectives on the complex network of republican ColombiaÆs political culture, and its involvement in provincial life across the nation.

Highland Indians and the State in Modern Ecuador chronicles the changing forms of indigenous engagement with the Ecuadorian state since the early nineteenth century that, by the beginning of the twenty-first century, had facilitated the growth of the strongest unified indigenous movement in Latin America.Built around nine case studies from nineteenth- and twentieth-century Ecuador, Highland Indians and the State in Modern Ecuador presents state formation as an uneven process, characterized by tensions and contradictions, in which Indians and other subalterns actively participated. It examines how indigenous peoples have attempted, sometimes successfully, to claim control over state formation in order to improve their relative position in society. The book concludes with four comparative essays that place indigenous organizational strategies in highland Ecuador within a larger Latin American historical context. Highland Indians and the State in Modern Ecuador offers an interdisciplinary approach to the study of state formation that will be of interest to a broad range of scholars who study how subordinate groups participate in and contest state formation.

In the seventeenth century, local Jesuits and Franciscans imagined Quito as the \u201cnew Rome.\u201d It was the site of miracles and home of saintly inhabitants, the origin of crusades into the surrounding wilderness, and the purveyor of civilization to the entire region. By the early twentieth century, elites envisioned the city as the heart of a modern, advanced society—poised at the physical and metaphysical centers of the world. In this original cultural history, Ernesto Capello analyzes the formation of memory, myth, and modernity through the eyes of QuitoÆs diverse populations. By employing Mikhail BakhtinÆs concept of chronotopes, Capello views the configuration of time and space in narratives that defined QuitoÆs identity and its place in the world. He explores the proliferation of these imaginings in architecture, museums, monuments, tourism, art, urban planning, literature, religion, indigenous rights, and politics. To Capello, these tropes began to crystallize at the end of the nineteenth century, serving as a tool for distinct groups who laid claim to history for economic or political gain during the upheavals of modernism. As Capello reveals, QuitoÆs society and its stories mutually constituted each other. In the process of both destroying and renewing elements of the past, each chronotope fed and perpetuated itself. Modern Quito thus emerged at the crux of Hispanism and Liberalism, as an independent global society struggling to keep the memory of its colonial and indigenous roots alive.

During the mid-twentieth century, Latin American countries witnessed unprecedented struggles over the terms of national sovereignty, civic participation, and social justice. Nowhere was this more visible than in Peronist Argentina (1946–1955), where Juan and Eva Per\u00f3n led the regionÆs largest populist movement in pursuit of new political hopes and material desires. Eduardo Elena considers this transformative moment from a fresh perspective by exploring the intersection of populism and mass consumption. He argues that Peronist actors redefined national citizenship around expansive promises of a vida digna (dignified life), which encompassed not only the satisfaction of basic wants, but also the integration of working Argentines into a modern consumer society. From the mid-1940s onward, the state moved to boost purchasing power and impose discipline on the marketplace, all while broadcasting images of a contented populace. Drawing on documents such as the correspondence between Peronist sympathizers and authorities, Elena sheds light on the contest over the dignified life. He shows how the consumer aspirations of citizens overlapped with Peronist paradigms of state-led development, but not without generating great friction among allies and opposition from diverse sectors of society. Consumer practices encouraged intense public scrutiny of class and gender comportment, and everyday objects became freighted with new cultural meaning. By providing important insights on why Peronism struck such a powerful chord, Dignifying Argentina situates Latin America within the broader history of citizenship and consumption at mid-century, and provides innovative ways to understand the politics of redistribution in the region today.

The Vigorous Core of Our Nationality explores conceptualizations of regional identity and a distinct population group known as nordestinos in northeastern Brazil during a crucial historical period. Beginning with the abolition of slavery and ending with the demise of the Estado Novo under Get\u00falio Vargas, Stanley E. Blake offers original perspectives on the paradoxical concept of the nordestino and the importance of these debates to the process of state and nation building. Since colonial times, the Northeast has been an agricultural region based primarily on sugar production. The areaÆs population was composed of former slaves and free men of African descent, indigenous Indians, European whites, and mulattos. The image of the nordestino was, for many years, linked with the predominant ethnic group in the region, the Afro-Brazilian. For political reasons, however, the conception of the nordestino later changed to more closely resemble white Europeans. Blake delves deeply into local archives and determines that politicians, intellectuals, and other urban professionals formulated identities based on theories of science, biomedicine, race, and social Darwinism. While these ideas served political, social, and economic agendas, they also inspired debates over social justice and led to reforms for both the region and the people. Additionally, Blake shows how debates over northeastern identity and the concept of the nordestino shaped similar arguments about Brazilian national identity and \u201ctrue\u201d Brazilian people.

Cultures of the City explores the cultural mediation of relationships between people and urban spaces in Latin/o America and how these mediations shape the identities of cities and their residents.Addressing a broad spectrum of phenomena and disciplinary approaches, the contributors to this volume analyze lived urban experiences and their symbolic representation in cultural texts. Individual chapters explore Havana in popular music; Mexico City in art; Buenos Aires, Recife, and Salvador in film; and Asuncion and Buenos Aires in literature. Others focus on particular events, conditions, and practices of urban life including the Havana book fair, mass transit in Bogot\u00e1, the restaurant industry in Los Angeles, the media in Detroit, Andean festivals in Lima, and the photographic record of a visit by members of the Zapatista Liberation Army to Mexico City. The contributors examine identity and the sense of place and belonging that connect people to urban environments, relating these to considerations of ethnicity, social and economic class, gender, everyday life, and cultural practices. They also consider history and memory and the making of places through the iterative performance of social practices. As such, places are works in progress, a condition that is particularly evident in contemporary Latin/o American cities where the opposition between local and global influences is a prominent facet of daily life.These core issues are theorized further in an afterword by Abril Trigo, who takes the chapters as a point of departure for a discussion of the dialectics of identity in the Latin/o American global city.

Political participation rates have declined steadily in Mexico since the 1990s. The decline has been most severe among the poor, producing a stratified pattern that more and more mirrors MexicoÆs severe socioeconomic inequalities. Poverty of Democracy examines the political marginalization of MexicoÆs poor despite their key role in the struggle for democracy. Claudio A. Holzner uses case study evidence drawn from eight years of fieldwork in Oaxaca, and from national surveys to show how the institutionalization of a free-market democracy created a political system that discourages the political participation of MexicoÆs poor by limiting their access to politicians at the local and national level. Though clean elections bolster political activity, Holzner shows that at the local level, and particularly in MexicoÆs poorest regions, deeply rooted enclaves of authoritarianism and clientelism still constrict peopleÆs political opportunities.To explain this phenomenon, Holzner develops an institutional theory in which party systems, state-society linkages, and public policies are the key determinants of citizen political activity. These institutions shape patterns of political participation by conferring and distributing resources, motivating or discouraging an interest in politics, and by affecting the incentives citizens from different income groups have for targeting the state with political activity.HolznerÆs study sheds light on a disturbing trend in Latin America (and globally), in which neoliberal systems exacerbate political and economic disparities and create institutions that translate economic inequalities into political ones.
